Dell Precision T3610 - Windows 10 Upgrade

Hello all-

I have been trying for days to upgrade from Windows 7 Pro SP1 with no luck whatsoever,following many suggestions from the Microsoft and Dell communities.

The upgrade always stops right before/during safe boot mode, invariably putting out this error code

"C1900101-20017".

Some of the procedures (but not all) I have tried:

  • Using Media Creation Tool, both from within Windows and from a bootable flash drive.
  • Reinstalled Windows 7 to Windows 10 to make a cleaner attempt at the upgrade.
  • Updated Windows and PC prior to install. 

I tried the upgrade twice today after doing a clean install of Win 7 yesterday (with all current updates)- still no success, same error code. According to Dell Support, the T3610 was tested for the Win 10 1510 Version upgrade.

Please see images below with computer info and error messages.

I will gladly provide any other info with the hope of resolving this issue.

Can anyone help?

The above thread has the same suggestion I was thinking of - do a clean install on a fresh drive.  Is your USB stick meant for a clean install?  If not, Win10 is cheap on eBay.  Win10 v. 1909 

I reviewed a Microsoft thread on the subject and noticed a little back & forth with other suggestions not working.
