Don't know if this could help, but doesn't hurt to try.

1.  Check memory for any coming loose during upgrade.  Reseat if necessary.

2.  Pull coin-cell batt for 10 min., give it a fresh one while working at it.

Did you test with old CPUs to see memory error go away?

Also, start the new CPUs troubleshooting.  Test with single CPU and move all RAM to supported configuration.

Clear cmos for each run (borrowing the blue jumper from password)

I did all of that, with original E5 2620 v3 everything works perfectly, when I install only one 2697 or 2690 I don't get errors on led but still does not boot

You can test with a lower TDP pair like E5-2680 v3

Just to add i have tested new CPU`s in other machine and they working. Basically i have all troubleshooting, tested all components and everything works. I suspect that it might be PSU because new CPU`s are much higher in TDP (85 vs 145W)
