Endless boot loop and win XP installation can't find my two SATA drives

Well yeah the precision t3500 is old, but I want to modify it so it looks old but it's super good, so I kinda troll my friends. 

The thing is, when I turn it on I get past the Dell boot screen. And then I get co the classic "windows was shut down wrong" thing. I just clicked "start windows as normal" but then my PC went black and restarted. And then I tried all the other alternatives but still it restarts. There is no way my t3500 was gonna start up. So I found my nice little windows XP CD and put it in and clicked install, when all sudden it said no harddrives where found. Then I went straight to Google and sat there for two hours playing with the bios setup. But still is I turned off CD ROM or the harddrives or changed raid, basically whatever I did with the bios wouldn't make my ps start up. And the windows XP installation program never found my harddrives while they where 20cm underneath the CD rom. And yes, the harddrives worked, I even tried a new harddrive, but it didn't change anything. Please help me.

I may have used the wrong board, sorry it's the first time I'm here
