A short in a plug device on regulated power rail can cause solid amber with lights 1 & 2. 2 relates to PCI device with solid green light. I'd take out the GPU and any other PCI devices, power up and see what you get. As of now, it doesn't really seem like MB or PSU.
Thanks for your prompt response. I tried taking out the GPU and its still same (Solid amber Power LED and flashing/blinking light 2 - which is green). Pardon my bluntness but do you think a damaged USB port could cause this? Because i remember getting popup of keyboard being disabled and then enabled. The side notification we get in win 10 and it says 'your device is ready' - used to get this sometimes in a middle of work or gaming.
