Although your post was made some time ago, I was just wondering what you finally did (or couldn't) do about it. I'm having the IDENTICAL problem with a OptiPlex 7010.
The Precision 1650 and Optiplex 7010 aren't models with BIOS recovery, so MB replacement is the way to go.
BIOS RECOVERY 2 Any system that is shipped after December 2015 that has the Intel SkyLake Chipset BIOS RECOVERY 3 Any system that is shipped after August 2016 or with the Intel Kaby Lake Chipset

Hi,
Unfortunately I could do nothing about this. I just replaced the motherboard and got it working again.
I am pretty sure you could reprogram the bios chip by some way, but I don’t have the hardware nor the competence to do that.
I hope you can get this fixed, goodluck.
