t3620 doesnt post with storage installed

I have a used t3620 that ive been using as a home server for a couple months now booting into ubuntu server 20.04 from a sata hdd. Recently i bought a 64gb emmc m.2 chip out of a steam deck from a friend for dirt cheap and decided to use it for the server for faster load times. so i boot into usb live cd install ubuntu server to the emmc then restart. Ever since then i have not been able to get the server to display anything/post while having any type of storage in it(nvme m.2 ssd, nvme pcie ssd, sata m.2 ssd, sata ssd, sata hard drive, usb flash drive). without anything it goes into bios fine and looks normal. so far i have tried different gpus, different ram, reseating ram, and reseating cpu. Will work under any condition except having a storage device attached. completely out of ideas and no idea what to try next/replace.
