T7500 will not post: power=amber, 2, 3, & 4, blinking......

Hi,
New to the community. Had a thunderstorm the other night and had a small power bump. The machine has an APC Back UPS Pro 1500. The  UPS battery is pretty tired but it still seems to work ok. Anyway came down and the machine had obviously had an upset and tried to reboot. Now all I get is as mentioned above (power light LED is amber, lights 2, 3, & 4 blinking. Manual says "System on. BIOS not execution. This is the transition state to POST states."  Read a bunch of posts on this subject.  Seems like a MB problem. Does anyone know a way to diagnose exactly what is wrong with the machine?  All the fans work and they do not run away (i.e. go to full power and stay there, it all behaves quite nicely). I now the thing is old but it has dual hex cores (5680's I think) with 192GB of RAM. It had a Quadro 6000 but now runs a P4000. So if it easy and cheap to get it back up I am interested in doing that but this is not my best skill set. I found a MB I can buy on ebay for like $75 but it would be nice to know definitely what the issue is before I do that. I now the machine is due for retirement but I would like to do it when I choose and not really right now. Thanks for the help.

I didn't find it in the manual, but got the same result looking it up online.  For easy reference:  Precision T3500/5500/7500 Diagnostic Lights 

If it hasn't been done in the last 5 yrs., replace the size 2032 CMOS battery.  Duracell or Energizer preferred since Sony only lasted me 2 yrs.  Leave the old battery out for at least 10 min.  Otherwise, if changing the battery is in recent memory, leave it out for 10 min.  This resets the BIOS and clears any error logs.

If it doesn't work, your MB may be bricked.  It happens if for some reason BIOS can't execute itself.  The T7500 doesn't have a BIOS recovery mode.

@bradthetechnut​ yep, had the same issue (minus the thunderstorm) and Brad's solution resolved it. The CMOS battery (on the motherboard) had a voltage of 0,01V. Was definitely dead! However, I now have POST 3&4 lights on now - likely a RAM issue, which could be solved by swapping out some RAM and seeing where the issue lies (such as shown here, https://www.youtube.com/watch?v=nepo-jBGWo8). good luck.

PS. I am aware of the OP date, but it is good for the rest of us who come in late ;)

I was getting a system battery voltage was low. I bought new batteries. Replaced the battery but now power button is amber 2 3 & 4 lights are blinking, no post, fans run.  I took out the battery held the power in for 30 seconds left it overnight still the same. 
any suggestions?

Try doing a BIOS reset via the blue jumper on the MB.
