Anyone else seeing mediocre performance and odd throttling behavior with Precision 7670?

I recently got a Precision 7670 w/ 12950 HX processor and found it to be rather underwhelming in terms of CPU-heavy applications.  So I ran some benchmarks and discovered that it is performing well below other 12950HX-based laptops.  My Cinebench R23 scores are around 13,000.  From what I can see, the Lenovo, Asus and MSI laptops built on the same CPU are closer to 20,000 (e.g. see here: https://jarrods.tech/laptop-cpu-performance-in-cinebench-r23/).  That's not a small difference; those laptops are performing more than 50% better.

In looking into the problem I discovered that my laptop is severely limiting power to the system, well below what the Intel specs allow.  When I start CBR23 multi-core I get a brief jump to 180 W (measured at the wall) but then it drops to 130 W and stays there.  After an initial bump to around 90 deg C my core temps never get much above 80 deg C, and many are in the 70s.  I am using Throttlestop with the "Max Performance" setting to try to bypass any Windows-imposed limitations and all of my Windows and BIOS settings are also set to max performance.  Note that the limit on my power supply is 180 W.  Note, also, that my single core results are ~1900, on par with the other laptops.  It is the multi-core test that is vastly underperforming.

The temps are low, so it's clearly not thermal throttling other than maybe in the first few seconds, it is power throttling.  However, it is power throttling well below the CPU limits, so that must be a Dell-imposed limitation.

Has anyone else run into this problem and found a solution?
