Dell Precision 5750 Quadro RTX 3000 performing strangly

Hey, I purchased a precision 5750 earlier this year in February with 64GB RAM, core i9-10885H, and a Quadro RTX 3000 max-q. It performed perfectly up until a few days ago but now whenever I try to do any even remotely graphically intensive tasks, the memory clock on the RTX 3000 drops to exactly 810mhz. I'm monitoring the temperatures on the device and they aren't anything too extreme, ranging from 75 to 83 degrees and yet I keep observing this behavior. Does anyone know what's going on here or have any fixes to this issue?

I've already tried using a cooling pad, updating all drivers, switching to ultra-performance mode in the dell power manager and setting apps to use the dedicated GPU in NVIDIA control panel but none of this seems to fix the issue. I thought I could somehow use afterburner or some kind of tool to force the GPU to stay at a reasonable clock (Nothing out of what the GPU should normally be performing at) but I'm fairly certain the laptop has been modified in some way as to not allow overclocking software work on it and I'm not particularly educated in overclocking anyway. The system used to work flawlessly before, any help would be appreciated, thank you.
