Problem solved.Although Windows [10] update said "you are up to date", a visit to the Dell website revealed that 14 drivers needed updating, including the video graphics driver, and once that was done, HDMI video worked fine.

Restarting the Dell Precision 7550 with BIOS and video did indicate that "direct" graphics was not enabled.
I enabled "direct graphics", rebooted, and regrettably the HDMI output still failed to drive the LG monitor.
I must note that a Toshiba Tecra works with its HDMI monitor, and a ThinkPad works with its HDMI monitor, but the Dell Precision 7550 fails with both.
