How can I enable recently added WWAN card?

I recently purchased a used Precision 7740, and added a WWAN card. The system recognizes the card in the BIOS. But apparently they are turned off by default. When I call Dell I was informed it was on a Federal account, so I can't get any help from them. Who do I call to get the modem turned on or enable?
