new Dell Precision 7760, problem (conflict) with Nvidia platform controllers and framework

I also found another problem in my laptop, in the device manager, one of the Nvidia devices does not start with error 31.

and in the report of the Nvidia driver it is clear that 2 technologies do not work. (I highlighted them in the screenshot).

Dinamic Boost 2.0 and WhisperMode 2.0 - does not work.

I found a description of a similar problem on the Nvidia forum, but there is no solution for my laptop.

I got my 7760 in July 2021 and it came with 1.2.2.  I setup the system with the Factory Image by turning on and running windows setup.  I did do all the windows updates.  I installed Bios 1.5.0, 1.6.1 and 1.7.0 probably a week or two after each came out.  I did not see any issues in the device manager.  I guess because I did the setup from the Factory image.

I also updated the Nivida driver a couple times.  One note, I turned off Hybrid Graphics.  However, I do not recall when I did that.

I also have a 7560 also with an RTX A5000.  That also came with 1.2.2 (September 2021) and at some point I updated to 1.5.0.  I also do not see the issue on that machine.  That does have Hybrid Graphics on it.  I did not update this one to 1.6.1 or 1.7.0.

Now last week I received another 7560 but this one with an RTX 3080.  This has bios 1.8.0 installed on it!  I guess Dell will be releasing that soon.

7X60 Bios 1.8.0 was release today.

Aaaaand it's gone I have it on my 7760, I'd even say the laptop behaves better thermally with it, but it got withdrawn again for some reason.

Hi,

Have you noticed, the old problem is back. BIOS 1.15.2 break the NVIDIA Platform Controller and Framework. Latest BIOS update 1.16.0 did not help at all.

Device status is like before: 

This device is not working properly because Windows cannot load the drivers required for this device. (Code 31)

{Operation Failed}
The requested operation was unsuccessful

And BIOS 1.17.1 doesn't fix this either.  The NVIDIA Platform Controllers and Framework is completely missing in my Software devices list.

Today the latest BIOS is 1.18.0.  Release date 16 Dec 2022.

Same story like since BIOS 1.15.2. Release date 21 Sep 2022.

Writing to this forum is just waste of time but we have all the time in the world.

If you can't see even the broken NVIDIA Platform Controllers and Framework device just install new NVIDIA driver and it will be visible again..

But I have also good news. This is still working in Dell Precision 7X70 models with RTX A4500.

My Precision 7560 with Windows 11, BIOS 1.19.0, and NVIDIA RTX A2000 also has same issues with "NVIDIA Platform Controllers and Framework."Screenshot (1).png

Disable Intel Turbo Boost Maximum Technology 3.0 in Bios.  Nvidia Dynamic Boost 2.0 and Whisper Mode 2.0  will work with disabled Turbo Boost Maximum Technology 3.0.

yes - more than 15% - but it depends of quality of your cores - intel turbo boost 3.0 tries to find best overclockable core  and moves threads to that core and clocks them on higher rate. i  am not sure -  but my i7-11850H does not support turbo boost 3.0.

Precision 7560 BIOS 1.20.0 the same problem

Disabling Intel Turbo Boost Maximum Technology 3.0 (BIOS/Preformance) solved the problem in my case (Precision 7560/A3000).

According to the description, this feature disables nVIDIA Dynamic Boost 2.0.

Now Dynamic Boost is on and there's no problem with nVIDIA Platform Controllers and Framework.

I have a 7760.  Bios 1.21.1.  I tried disabling Turbo Boost Maximum Technology 3.0 and I get a Blue Screen error on boot.  Re-enabling in bios no issue.  Any ideas?  My Nvidia Driver is the most recent dell 517.89.

i am not sure, but first boot attemp i had also a blue screen. second boot was ok.
