Precision 3510 won't boot unless hard reset

Hi!

Problem:

When I power down using "Shut down" in windows 10, my Precision 3510 won't start properly. It only shows the dell logo - no spinning dots. The keyboard backlight responds if I press any buttons, but no other reactions. F12 or other startup commands dont work.

If I long-press the power button, then start the computer anew, voila! It boots! Dell logo -> Dell logo plus spinning dots -> eventually windows login.

When did the problem show up?

Last year (yeah, I know I should have dealt with this earlier, but the intermediate fix - long-press power button - was so quick) Dell SupportAssist updated my bios. After having this problem for a while, I reasoned this had something to do with that upgrade. I searched the net for the new bios version I had: almost nothing existed. I finally, after a lot of googling, found someone reporting experiencing "similar" problems with this bios. They said Dell must have pulled it, quietly. I went to Dell and tried finding it, but was unable. The update simply didn't exist in the file repository for my machine. 

Finally, earlier in 2020, Dell released this bios version! So I was so "lucky" to get this bios update waaaaaay too early. I'm not sure this was the cause of my problems, but it seems very likely. Well, the new release didn't fix my boot problems. Yesterday I installed another bios-update. Still the problem persists.

So my question is, how do I solve this?

I solved the problem!

I disabled the "Turn on fast startup"-option in window.

Settings --> System --> Power & Sleep --> Additional power settings --> Choose what the power buttons do --> [I had to click "Change settings that are currently unavailable" to get admin level access] --> Uncheck "Turn on fast startup (Recommended)

I have not changed this option, and I presume it has always been set this way. So it wasn't causing any problems until last year around the time I updated my bios and the problems started. This could have been the bios-update or a windows update, I'm not sure. But the problem was most definately windows fast startup.
