Precision 3520 Cannot Disable Mouse Acceleration on Trackpad
I am running Windows 10 1909 18363.476. I have disabled "Enhance Pointer Precision," and yet my trackpad still has some acceleration. The acceleration is small, but it is definitely still there. I wonder if this problem is related to the following post:

@ForrestBarnes for some reason I am unable to open that link, it appears the post has been removed.
With respect to your mouse acceleration I read the following article and it raised some very valid troubleshooting points - https://www.thewindowsclub.com/enhance-pointer-precision-windows
Have you increased or decreased the mouse speed outside the default settings as this may impact the pointer speed?
Do you have any hardware acceleration running on your graphics card as this can also cause pointer acceleration?
Has this issue always been present or is it only since updating to 1909 you have noticed this?
Are you running the latest BIOS and graphics drivers on the system?
Have you installed both of these -

I have looked in the Registry Editor and all three acceleration values are zero.
I believe the mouse speed is at the default value. I might have lowered it slightly, but it is still well within the normal range of values for Windows.
I don't know if this was an issue before 1909.
How could hardware acceleration cause mouse acceleration? Is this what you're referring to?

I've tried to find that setting in Windows 10 but it doesn't appear to exist.
I am running the latest BIOS and graphics drivers.
At your behest, I have reinstalled both the driver and settings (both were already up to date). This required re-turning-off the mouse acceleration in Windows. Also, it appears to have worsened the problem.
I have tested with an external mouse, and the acceleration is not present.
I recently installed Ubuntu 16.04 on my system in a dual-boot configuration, and in Ubuntu I do not have this problem. (Instead I have the problem that the mouse speed is crazily high.)

I just received an updated driver for the touchpad through Dell Precision Optimizer (v.10.3201.101.213). It did not appear to change anything.
I just discovered Dell Touchpad Assistant. I am treating it as a more recent version of Dell Touchpad Settings, since it appears to have the additional functionality of handing more control of the touchpad back to Windows (though I don't notice any difference when I enable "Windows Precision Touchpad On/Off"). Thus, I uninstalled Dell Touchpad Settings. Now when I open Additional Mouse Settings in Windows and click on "Click to change Dell Touchpad settings", or when I double-click the Dell Touchpad system tray icon, I get a message saying "You'll need a new app to open this alpsdelltouchpadsettings link" and doing anything with that takes me back to Dell Touchpad Settings in the Windows Store.
It seems like this series of applications/drivers are still a work in progress, probably being worked on by only a couple developers. I am encouraged that any work at all is being done in this obscure branch of the Dell community. My attitude to these bugs has changed from "please fix this" to "be aware this exists".
I am about to upgrade to a larger SSD, and I've chosen to put a fresh install of Windows (and Ubuntu) on it, which is why I attempted to do this little bit of last-minute debugging/digging around. I strongly doubt my touchpad issue will survive a full reinstall of everything. Thank you for your assistance! I will post again if anything interesting comes up.

@ForrestBarnes thanks for the update. As your drivers and BIOS are up to date and the issue isn't present with Ubuntu installed, it rules out any hardware problems which is helpful.
This could be a Microsoft quirk of design that may be addressed with subsequent Windows updates, however I can't guarantee it.
With regards to disabling grpahics card hardware acceleration, you can find out more information here - https://www.thewindowsclub.com/hardware-acceleration-windows-7 (It says Windows 7 in the URL however it is for Windows 10)
I'll drop you a private message to get your service tag details from you should you need to raise further support requests.
I hope your installation goes well and the resolves this behaviour.
