Precision 5520 does not go beyond 0.78 GHz
I have a Dell Precision 5520 with i7-7700HQ. The laptop has been running very poorly I noticed that my CPU never runs above 0.78 GHz even with heavy softwares.
I tried to see the core temperatures using HWMonitor and they are always between 50 and 60 degC. Moreover, I used ThrottleStop to disable "BD PROCHOT" which resulted into better clock speed. So theres something wrong with thermal throttle. I can also hear the fan running louder than before. What can I do to fix my CPU speed issue?
PS: I have freshly installed windows 10. All the drivers are updated including the latest BIOS.

Just a few days ago, I experienced a similar issue with my Precision 7740. After wasting a few hours trying to figure it out, it ended up being a partially-unplugged power cable from the wall socket to the power brick feeding the laptop (it wasn't fully unplugged, so the laptop still sensed it was running on external power - but apparently there wasn't enough power coming through, which somehow forced the system into an extreme version of "power-saving" mode.)
I'm not saying that you are necessarily having the same problem as me (it could well be something else), but my experience taught me that with symptoms such as the one you described, it always pays to check your power cable connections...

Check your power supply
in bios
What detected ?
CPU frequency decreases
1. If the power supply is not original (without ID chip inside)
2. If the power of PSU less original. (info inside chip ID, check in bios)
3. Or burned identification chip in the power supply.
