Precision 5560 and WD19DCS issues

I have a new Precision 5560 and I connected a WD19DCS .  It appears thunderbolt is not working with WD19DCS.

The push button power switch LED on the dock does not light.  Pushing the button to turn on the laptop does work.

When shutting down the laptop, the dock continues to send power to the display ports.  Also, all usb ports continue to have power.  When the laptop is powered off the dock never completely shuts down.

No dock in device manager.  No connections in Thunderbolt Control Center.

Also, it appears the docking station is only using USB-C and not thunderbolt.  The displays on my dock are using the internal Intel card instead of the nvidia RTX A2000 graphics card.

Still no luck with resolving this issue.  Support provided a dock replacement.  Thunderbolt does not appear to work with this dock.

We are experiencing issues with the Precision 5560 model with the DELL Dock WD19TBs. Tested six new docks from DELL and none of them work with that 5560. So we have six Precision 5560 that I can not ship to users since they don't work with the WD19TBs docks. DELL Support wants to replace all the motherboards on all these new laptops, which is not logical.

I am having the same issue with my 5570's RTX A2000 card. Any connected display, through a dock or directly to the laptop, uses the Intel Xe graphic instead of NVIDIA.
