Precision 7760 full power fan outbursts

Brand new 7760 and everything is working fine other than when just sitting here, even with cool temps and no computing load, the fans will turn on full power for 1/2 a second then off. WHOOSH......then nothing. The frequency seems pretty random but it's on average every 10 minutes or so. Anyone else see this??

Dell support trying to tell me it's normal and I'm calling massive BS on that. The fans work fine and pass OBD tests but I ran a temp logger and the CPU temps were sitting at 51C then every once in a while I see a spike of 70 or 80C. The highest spike was 98C. You don't have to be a scientist to know that a CPU silicon doesn't isntantanously go from 51C to 98C back to 51C in 1 second while idling away...

So do you all agree this is not normal behavior? It's really irritating to hear that WHOOSH sound out of the blue, ya know??
