If you mean can the system be upgraded to a CPU supported by Windows 11 -- the answer is no.
You may be able to run Windows 11 in unsupported mode for now -- but there are signs that path may be ending sooner rather than later.
As for memory, there are two different boards in this model. The dual-core versions shipped with two memory sockets, max 2X8=16.
Those systems that shipped with quad core CPUs have four memory sockets (4x8=32 max).
