Single thread performance on Dell Precision 5770

I'm facing a poor single therad performance on my 5770 with Core i7-12700H. It's used to run with max. 4.7GHz, at least for a short time. But when I do a single thread benchmark with Performance Test from PassMark it never goes above 2.3 GHz. Compiling with Visual Studio takes longer than on my 5 years ol Precision  3520

CPU temperature is around 50° no high fan noise, the Turbo Speed option in the Bios is on and the maximum CPU speed in the windows energy options is set to 100%.

Any clue what could be the reason?

powercfg -restoredefaultschemes solved it, now the CPU speed doubled and working with the system feels as fast as it should. But we didn't find out, what setting exactly caused the problem.
