Cleaning Rod

Can anyone tell me what this is used for? In the user's guide, it says Note: Each time you replace a black cartridge, you should use the cleaning rod. See "cleaning inside the printer."
There is nothing about cleaning the inside of the printer in the owner's manual or online.
Does this just act as a filter or what? I know it has a cleaning pad at the end of it that will need to be replaced, but what is the actual purpose of this rod?

When you swipe that cleaning rod in and out a few times it will wipe any excess toner off the printhead. If you have lines or streaks on your printsouts then excess toner may have dropped onto the printhead. the little sponge/pad on the end of that rod cleans it off.

But what is the cleaning rod?  Where is it?  How is it used?  Is it at the end of the cartridge? Thanks in advance.
