I've heard some anecdotal info that some carts may have been shipped/stored in "over-temp" conditions. This causes the toner inside the cartridge to harden and can cause this fault. (093-919/921/922/923)

Pull the cartridge out and lay it on a flat surface with the "purplish" drum facing you. At the top left side of the cartridge, you should see a gear. Try to rotate that gear with your fingertips. It should be stiff to move, but it SHOULD move. If it is real hard to turn or does not turn at all, the toner inside your cartridge has hardened. Call Dell and get it replaced.

I tried the suggested solution, and unfortunately, it's not working for me.

The thing is, I printed a document in the morning just fine, and the error was there in the afternoon.  I would hate to have to spend $600 on new toners just to see if it solves the problem because my black is 90% full, and colors are 60% full.
