Please make sure the lip is in the correct position.

I tried all of the maintenace routines on the machine to no avail. The black still works, just doesn't print any color either with the new or old cartridge.

It is possible to get a bad cartridge. Contact the place of purchase for a replacement.
You did try wiping the bottom of the printhead with a lint free cloth, correct?
