My computer is a Dell Inspiron 530 with Microsoft Vista as my operating system. The printer model is a Dell v313w I am currently trying to use my printer wirelessly but I've also tried using it with a USB and neither of them were successful. By the way I am able to print papers wirelessly.
Download the Vista drivers. Install the Vista drivers and tell it this is a new installation, then follow the instructions. It should then prompt you to connect the printer to install it, look for your network, etc. When finished, the printer should find your network.
When scanning, for most, you need to use the buttons on the printer to scan wirelessly. I have a Dell V715w wireless printer and it can scan from the Dell Printer Home, not sure if your printer has this feature.
Go to device manager(right click my computer, left click properties, left click hardware, left click device manager)
Go to the USB Controller section and click the + sign.
Go to each USB Root Hub and right click on it, left click properties, left click power management. Uncheck the box, allow computer to turn off this device to save power.
Restart your computer.

I have already tried uninstalling and reinstalling it two times and it still did not scan. I also did everything you asked me in the device manager but when I went to those lists of things I did not have the scanning and copying tab anywhere in my Dell printer home.
With all usb devices disconnected except the mouse and keyboard, try downloading and installing the chipset drivers from Drivers & Downloads
You can also try sutting down the computer. Unplug from wall for 30 seconds. Press and hold the power button for 15 seconds, then plug everything back in and power on the computer.
Try installing the printer. You should get a message, the printer is not connected. Connect the printer at this time(powered on)

Make and model of your computer and operating system is helpful.
Also, please check the model number of the printer. Please tell me how you're trying to connect this printer to your computer.

First, I recommend using these Recommended Wireless Router Settings in your wireless router, I use channel 11.
Uninstall the printer and restart your computer. Make sure the printer is removed. Manual Printer Driver Removal

Try reading Update list of applications to send scans to and also try these tweaks.
