Does 3000cn Toner use a 'Smart Chip' ?

My buying choice is down to the Dell 3000cn and HP 2550L - but I have decided NOT to by the HP color laser since the toner cartridges (per a review I read) uses a 'smart chip' in the toner cartridge that counts the number of pages printed, but not the amount of toner used, and FORCES a cartridge change even if there is toner remaining   Does anyone know if the 'Dell Toner Management System' also uses such a 'smart chip' to force a cartridge change before the toner is actually used?

The HP 2550L uses 2 methods to determine how much toner is left in the cartridge. For the first 75% of the cartridge life the toner remaining is approximated based on the number of pages printed and the average coverage per page (for that particular cartridge). for the remailning 25% of the cartridge life there is a detection port on the cartridge, behind the detection port there is a cleaning blade attached to the toner stirer The printer measures how much time it takes for the toner to block its light path after being cleared away by the cleaning blade. When there is not enough toner to block the light path at all the printer gives a toner out message and stops printing.

Ok... it may be the review I read was wrong about the HP toner process... but what about the Dell toner? How does the Dell toner determine when it needs to be replaced?
