Thank you sooooo much for responding in such a timely maner to my difficulties. Seeing your many posts helping so many peeps with their Dell printer problems I hope you are being well paid. If you are working pro bono ... may the Force be with you. So rare to find such generoisty of spirit.
The scanner appears to function normally, i.e., yes it copies B&W (although there may be a degridation of the black detail).
The problem seems isolated to the black printing capabilites. The question is: cartridge, printer or software ??
I am using a series 8 black cartridge (begining to display low ink warning) which has functioned properly. I had been using a series 5 ctge., and am aware of the sensor / reset problems common to the series 5 ctge..
Prior to the black line problem, every once in a while I would get an error ms. that my computer (Dimension E520, Windows 7) could not communicate with the printer. I had to re-install the software.
This has been a great work horse of a printer .... is it time to inter the poor beast ?
The Dell 946 Printer uses Dell Series 5 ink cartridges. This could be a part of your problem. Dell Series 5 ink cartridges have a sensor in them that cannot be reset. Article on refilling Dell ink cartridges .
Dell Series 5 ink cartridges can be purchased at Staples, Walmart or Dell's Website. People have used refilled and generic brands. Some work and some don't
Start, control panel printers, printers, your printer printer preferences, advanced. Look and make sure the complete-a-print boxes are unchecked. Also make sure the print in black and white box is unchecked.
When you installed the printer, did you use the Vista 32-bit drivers for Windows 7 32-bit or the Vista 64-bit drivers for Windows 7 64-bit and install them in the Compatibility mode?
Instructions to install the printer, in first thread and about the Dell Series 5 Ink cartridges is usually the next thread. Link below...

Tom Terriffic,
Can you copy a document under the glass? B&W and color?
Are you using Dell Series 5 ink cartridges?
