Decrypt a folder or file

When I attempt to decrypt an encrypted folder I am stopped in my tracks.  I clear the "encrypt contents to secure data" and then get to "Access Denied:  You will need to provide administrator permission to change these attributes.  Click Continue to complete this operation."   I am the administrator.  When I continue I come to a dialogue box "Error applying attributes:  An error occurred applying attributes to the file:  C:\Users\User name\Docu...\Number_Number.JPG, Access is Denied"  selections I have are "Ignore, Ignore All, Try Again and/ Cancel".  all of which stop me from going any further.  What is necessary to complete the Decrypting?  Is the Dell System taking over as Administrator?

What Model PC and what operating system?

Windows, even if you are an "Administrator" requires special Administrator for some functions.  Whatever program you are running to decrypt, RIGHT click on the icon for that program and then LEFT click "Run as Administrator" and see if that helps.  If not, we need more information for someone to try and help you.

It's nothing Dell is doing - it's strictly Windows and whatever program you used to encrypt the folder to start with.
