Assuming here that you're actually asking how to do this while running FastAccess at the same time? If FastAccess is not part of your question then I really can't comment.
Assuming that it is, however, then in general you should have no trouble running other video programs at the same time as FastAccess. FA provides a "virtual camera" that other software can attach to and use video after FastAccess is done processing it for facial data. There's a whole section in our FAQ about the virtual camera if you want more details.

When you say the "Dell Webcam program", do you mean WebCam Central? If so, then the default is that when WebCam Central is run that FastAccess is disabled. This allows WebCam central to connect directly to the physical camera (and allows it to use effects like avatars which would - for obvious reasons - cause problems with facial recognition!).

No. FastAccess currently only supports IE. Firefox support is also planned for the future.

I want to be able to use my Dell Webcam with skype so I can use the effects that Dell Webcam program has, on skype. How do I do that?
