You will have to look around the used market or possibly e-bay for Office 2000 or Excel 2000.  There is also the Office 2003 edition but I don't know if it's Win98 compatible.

If you search the web for Excel 97 you may find some sites that still sell it.

As an alternative, there's a legitimate and completely  free OFFICE "clone", called OPEN OFFICE, available for download from SUN Microsystems. 
 
OpenOffice CALC (one of 6 programs in the OpenOffice suite) is their version of Excel 
 
The latest version, 2.2.1, offers bug/security fixes, and "enhanced Vista integration"... yet it still runs on older platforms, including Win 98
