JAVA CURRENT UPDATE FAILURE ON VISTA

I have tried EVERYTHING to install latest Java SE Runtime Environment 7 Update 21 and my Vista says it is already installed WHICH IS NOT TRUE. There is no java in my programs menu in control panel and Oracle does not detect it. 

I did replace my hard drive recently and had to reinstall VISTA on it (twice in all) because I failed to install MEDIA software BEFORE VISTA...Could Java be hidden somewhere? I have tried all the fixes including JAVA RA, no luck.

Seems a common issue and some folks have given up on it...Thanks...Frank
