Outlook 2000 problem sending email

Some Help please. 

MY OS is Me.  I have just started to use Outlook 2000 (Office 2000).  I cannot send email, especially those with attachments.  When I send an email it goes into the Outbox unsent.  When I open the email from the Outbox (it's in compose mode again), I get a message that it has not been sent.  Nothing I do gets it sent.  I have the outgoing mail (SMTP) properly set.  Anyone have some thoughts about this?  I seem not to have any problems with incoming mail.

Try changing your Security setting in Outlook to allow attachments and recheck the server settings on the outgoing mail again. Make sure there's no checkmarks in the SPA box. Do NOT check "My server requires authentication."

Hello,
  I am also having issues sending email from outlook. If I test a  " send test email message" and it reports this error as "The specified server was found but there is no response from the server.please verify that the port and SSl information is correct" I re-check everything but with no luck, and it was wroking before!!!

Please help!!
