I've made another observation. The same problem occurred after sending an email, receiving an email, and also after just having Outlook 2003 started for a few minutes. I'm not sure yet if the time it takes for this to occur while Outlook is idle corresponds to anything (like a periodic check for reminders), but it does not occur after a send/receive when there are no outgoing or incoming messages.
This is on a Latitude D800 with a centrino processor and Windows XP Professional.
