Outlook error - Cannot start...

Hi. I am running Outlook 2003 and repaired it, but do not wish to reinstall it (according to the Dell rep) who also told me to reinstall my entire windows vista.  I fixed one of the errors by restoring the system, but can't fix this outlook error. Here is what it says, can someone help?

"Cannont start microsoft OUtlook.  Unable to open the Outlook window.  The set of folders could not be opened.  The server is not available. Contact your administrator if this condition persists."

I'm not sure what else to do was on with dell for 1.5 hours trying to get support on the system restore.  The folders are located in the correct place. Any solutions are greatly appreciated.
