Abbeydale,
It seems to be trying to connect to the dial up and is not configured to use the mobile usb phone. Look in the settings
ToolsOptionsAccountsMail TabSelect the Account your having problem with (Double Click or hit properties)
Hit the Connection TabCheck the box "Always connect to this account using"And from the drop down box select the usb modem.
If it is not there you may not be able to use the usb mobile phone modem

Outlook Express can't send regular email over a cell phone. You have to use a land line.

Accounts
Mail Tab
Select the Account your having problem with (Double Click or hit properties)
Hit the Connection Tab
