You do not mention what email service you are using.  Your mail server may need to use authentication.  Check with your email provider to see what needs to be done to set up your account.

Bay Wolf, thanks for your information.  I got it to work by logging into my carrier (Charter Communications) and first setting up the new email address.  Then I went back to Outlook and set up the new account.  That made it work.  Not sure why since I have added new accounts in Outlook before.
 
Perhaps others can use this information.
