Support Center Install Error -36

Question

I downloaded aulauncher.exe on 12-1-2012. I am receiving install error -36, the download has failed to install.  The computer is an Inspiron 6000, running Windows 7 Ultimate.  I want to use this utility to troubleshoot a two year old battery (only used for one year) that is no longer charging beyond 3-4 % of stated capacity (7800 mAh).  How do I get this utility or another recent one to install correctly?  The 2005 vintage diagnostics software that came with the computer are unable to test the battery because the computer immediately shuts down now when the charger (90 W, and I have three different ones) is disconnected. I would suggest you to update the BIOS of the computer. Please click the link mentioned below:

Enter the Service Tag of the computer and choose the Operating System installed on the computer (32-bit or 64-bit). Please update the latest version of BIOS available.
