Unable to Send or Receive using Outlook 2002

Something happened about a month ago I am able to send (somewhat) but am completely unable to receive i have an Dimension 8250 2.4 512m ram running XP pro.
 I have reinstalled outlook express (didn't help) and am wondering if i should reinstall Outlook??? If reinstalling is the way to go how do i uninstall Outlook only? I looked at add or remove Windows components but there is nothing there for Outlook
I have tried to disable all the usual firewall antivirus etc... Checked the pop and smpt addresses, I actually installed Thunderbird (a non Microsoft email program) and I went from one to the other with all protection turned off  I was able to receive only one or 2 messages.Still in the end i am unable to consistently send and definitely not receive email. Arggggggggg I have also spoken to my isp and confirmed that the settings are correct.

Recheck the servers settings again. This might be a typo, but you said SMPT instead of the correct SMTP--in your original post. Look for any other incorrect spaces or typos in the settings and make sure you using POP mail and not web based mail..

Do you have access to a 2nd or 3rd computer to test your broadband again so as to eliminate totally your connection being an issue?  I've seen bad modems that works fine at the ISP's end when they run their diagnostics remotely but not at the user end.
 
 
.... and if you do want to try reinstall Outlook, and it's installed as part of your Microsoft Office XP suite, go to Add/Remove Programs, select your Microsoft Office XP entry and click [Change] button.  This will run the Office setup wizard again and follow the on screen instructions - to uninstall an individual application, untick the entry of that particular program.

Thanks for that and I did not only double but triple check them and they were correct. In fact everything was setup as it was before it stopped working. I just got off the phone with Dell in India and after about 45 seconds the girl there had the answer. Even though I had disabled the security, the firewalls, the email scanner and the antivirus she told me that some of the updates do not "turn off" or "disable". In my case the antivirus etc was Norton/Symantic and it was probably an update that had affected my system and not allowing Outlook to receive email.
She went on to say that the software "removal" tool in Microsoft doesn't always remove all of the software either because of all of the updates and she proceeded to download one onto my system from Norton and run it.
Not that it is important but she was actually linked from India and had "CONTROL" (I'm saying that in " "because I still had the option to terminate the connection) of my pc. The only negative side to the "control" was that it was slow due to distance.
 
By the way no matter whether or not you came up with the solution or not I appreciate the assistance.
