SSL certificate generation hangs

Currently trying to install Policy Manager 6.8 (first install). When I choose to use SSL encryption the install appears to hang when it gets to the point of generating the certificate (left it for 30mins.). When I run the install without SSL encryption it completes within 30sec. without issue.

Install is on Windows 2016.

Has anyone had a similar problem? I can't find any install log to provide me with any further diag.
