C400 Notebook Primary Hard Disk Drive 0 Not Found

We have a Latitude C400 that displays the following error message after attempting to boot:  Primary Hard Disk Drive 0 not found.  Is there anything short of replacing the HDD to isolate
the problem, eg is a controller, hdd servo, etc.  The owner is desparate to recover a file from the drive.  If we can't get the drive to boot after trying recommendations from this Forum any recommendatopn for a data recovery service in the Baltimore MD area?

BIOS vA06 displays Primary HArd Drive: as none.

What format is on the drive, NTFS or FAT32? If FAT32, you can use a W98SE or W-Me Bootdisk to run Scandisk in DOS, but if that will not run or complete, then the drive is a large fishing sinker. If NTFS, I have no recommendation.  You should also check in BIOS setup first; some models have a way of disabling a Harddrive in the boot order and if it is disabled, reenable it by following the instructions in the right column

The HDD is not seen by the BIOS. It's in the correct boot order.
Cannot run hdd dx on it because the notebook does not see the drive.

Remove and reseat the drive. If BIOS still does not see it, it's time to shop for a new one.

Today, another employee is going to bring in her C400.I'm going to try the drive in that notebook.
I don't know which file system the hdd is using.
