OK, use the Parallel Port Cable for the Floppy Drive ONLY.   Put the CDROM in the Media bay. Use a W98 Boot Disk in the Floppy drive to "Start your Computer with CDROM Support"  That will boot the CDROM and install the drivers for it; then put in your W98 CD, type and enter Setup at the prompt. That should get you going. The problem you are having is that the Boot Disk/DOS programs look for the CDROM and when it does not find one, it does not install drivers for one. You have to have both drives in use simultaneously and the only way that happens is with THAT cable. The CDROM will not work hooked to THAT cable, it is strictly for the Floppy

Ebay will have many and sometimes at very cheap prices. Just make sure you get one for one of the CP models as they are all compatible for that series. If you enter Dell Floppy Cable in the search slot on Ebay's Home page, it  will give you the listings.
