There are two parts to a hard drive password.  Part is stored on the mainboard, and can be cleared by Dell support upon a phone call and verification of ownership.  It will still cost you a support call fee.

The other part is on the drive.  If you don't need the data on the drive, the less expensive option is to replace the drive once the mainboard password is removed.  If you do need the data on the drive, you'll need a data recovery service to clear the drive.

DO NOT install any other drive until the mainboard password is clear -- otherwise, the replacement drive will inherit the unknown password.

This is a BIOS hard-drive password on Dell. Without the correct password, you cannot install Windows or access the drive. The only solutions are to contact Dell Support with proof of ownership for unlocking, or replace the hard drive (data will be lost).
