device manager dvd region settings

                Firstly I would like to thank osprey4 for all your help with my last issue, good Karma to you and I hope the traffic-gods are kind to you the next time you venture forth on the roads.

I finally burned a dvd for my mother and father and sent it to the UK(region 2). Now they can't play it.

So this request is on their behalf.

When they select their device manager, dvd player, hardware they find that they can change the region, if they wish.

But it doesn't work. When they select region 4 (the disc I sent them is from region 4) the error reads 

dvd region change error...unable to update region setting please make sure the drive contains region 4 media ..and that you have administration rights.

Any ideas.
