Dimension 8200 hard drive

My computer will not boot because it does not see hard drive. Diagnostics does not see / list hard drives. Could it be the IDE controller?

Unlikely. More likely is that the drive has failed. Reseat the data and power cables. Clear the NVRAM (enter setup, illuminate caps, num and scroll lock, press ALT-E until you hear a tone, restart). If the drive still is not recognized, replace it and restore your backups - it has failed.

I did as sugested with no results. I then installed the new hard drive purchased from Dell (leaving jumper in the "cs2" configuration on drive). When I tried to re-install Windows it still did not see the hard drive therefore could not install. I tried the scroll,num,alt e.... procedure and tried again to no avail. Any sugestions? Your assistance is greatly appreciated.

Did you remove the old drive? Did you install the new drive on the connector at the end of the cable? When you boot into system setup, what drives are listed?
