DVD won't read disc & CD-R locks up when trying to install programs

Windows XP
Dell 4700 w/ Pentium 4 Processor 530 (3.0GHz)
Samsung DVD-ROM SD-616-E
Samsung CD-R/RW SW-252S
Loaded Adobe Photoshop Elements 5.0 and got message some files were missing. Tried "repair" - same result. Uninstalled Photoshop. Rebooted and tried to install Photoshop again. The DVD won't read the disc and the CD-R reads the disc, but locks up the computer half way thru the load. Tried a system restore, and that worked for a while, but now I'm back where I started, can't get the drives to read the CDs. Really don't want to do another system restore and lose the programs I've installed since the last restore. Anyone have any ideas as how the fix?

Hi Big Rock,

Lets take the driver and controller out of the equation.
Please click on the CD/RW link in my post and scroll to Section 15, article 1; Section 20, article 3.
Windows will reinstall the proper drivers for these once you restart the system.

Edit: Also if you happen to have Sonic`s DLA program, consider disabling it from Start up, same CD/RW link, Section 13-0, article 12.

Uninstalled the drives and rebooted, same result. Uninstalled Sonic (everything, not just Sonic DLA). No help. I am also running Roxio drag to disc. Could that have any effect? Appreciate any other suggestions.

You can only have ONE packet writer running on any PC.

DLA automatically deactivates XP Burning, so you will have to open the Drive Properties and turn on XP Burning.

Recommend you uninstall D2D as it is just another packet writer and none of them are reliable…

Uninstalled all the drag & drop software, rebooted, same result. The DVD player spins the CD a couple of times, but won't recognize the disc. Tried deleting the drivers and rebooting again, no help. At this point I would be happy if I could just get the drives to recognize that there is a CD in the drive. Any other suggestions?

At this point, the drives won't read any program installation CD. Trying to install the programs that came with my digital camera, but drives won't read the CD.

Is this with any CD, DVD or just the one you have on hand?
