Error Code: 2000-0151

My Laptop suddenly encountered an error, and I tried to reboot it but Windows won't start. I tried Diagnostics using boot setup and got the error code 2000-0151. I can't contact Tech Support 'cause my Service Tag and Express Service Code has become illegible. I use Dell Inspiron 15R 5537. I checked some forums and said I should replace the hard drive, I already bought one but how can I get the OS, programs and device drivers that should be installed? My warranty is already expired and I don't know what to do, the forums I looked at said that Dell will give me the software I needed............

The service tag is also accessible from the BIOS screen (F2 at powerup).
