Ethernet Controller Driver
I installed a new hard drive and reinstalled the OS (I had to request this from Dell as they didn't send it with my system originally and this is ALL they sent- no resource CD or Drivers, etc.) and downloaded all the drivers Dell pulled up from my service tag- which didn't even include the Chipset driver which I found out about from the forum- and still can't get the ethernet controller working. I have installed and reinstalled and made sure the Chipset was installed first, and still I can't get it working. I am able to connect to my wireless connection and that is all, no hardwire connection.
Someone please help me!

In order to do that we need to know what model system you have and what operating system you're installing.

Be sure you install the Dell notebook system software:
http://support.dell.com/support/downloads/format.aspx?c=us&l=en&s=gen&deviceid=3601&libid=7&releaseid=R120775&vercnt=2&formatcnt=0&SystemID=INSPIRONI6400/E1505&servicetag=&os=WW1&osl=en&catid=-1&impid=-1
and then the Ethernet driver:

That link removed the yellow exclamation point and it is now listed in the device manager as a properly working device, however I still can't get a hardwire internet connection. I have tried two cables- one of which was brand new out of the bag and currently being used to connect the modem and router. Any other suggestions? There are also three "base system devices" still listed with the yellow exclamation point as well as five "USB Root Hub". I downloaded everything that Dell had listed for my service tag, why is this such a hassle?

I have exactly the same problem with my Inspiron 9300 in that I can connect to a wireless network but not hardwired and Ethernet controller has the yellow exclamation mark thing going on. I can't make out my service pack number so can't get direct support help from Dell.
Would the links given to PrincessAbigail above help for me too?
