how to get startup or boot disk??? PLEASE someone help!!!!!!!!!!

No, you cannot get disks for it.  You also cannot get support from Dell for this old machine that is long out of warranty.  You can go BUY an OS for it, but note that Windows XP will not run successfully on that 233, you'll need 98SE or ME.  You'll also need to buy application software like Word.

 

In short, assuming the computer works, you'll need to invest $100 - $300 in it.  A new computer is $299.
