Inspiron6400 'error loading operating system'

I get 'error loading operating system' immediately on boot. I can get into the bios ok, but not into safe mode. If I try run the XP repair console, or ERD commander, I get bsod and stop error 0x822cab70 'plug and play detected an error...faulty driver'. I tried disabling integrated nic and media card in BIOS but no good. Any ideas? Thanks, bartok9

Pre-boot test gives me 100% pass, but i see no hard drive test, extended or otherwise. It tells me 'No diagnostic utility partition identified' and only gives me an option to reboot. Does it need this for hdd testing? Thanks for your help, bartok9

It sounds like you've deleted the Dell diagnostic partition (or it is damaged). You can download a test utility from all the drive makers' websites except Toshiba - identify the manufacturer and download its test utility.
