Problem installing Windows XP on XPS400

I am installing a new Dell issued hard drive. Windows XP Pro has been loaded. When restarting the msg appears as follows: Drive 1 not found: Serial ATA, SATA-1.

The hard drive is not enabled in the BIOS.  If you are using multiple hard drives then go into the bios and you need to turn "on" one of the other channels. 
 
If this is the only hard drive then you must not have plugged it into the same SATA plug that the original one was plugged into.  The main SATA channel is the one closest to the corner up near the power supply (it may colored bule...not sure though).
