Push and and NOTHING no screen Nothing

I have a Dimension XPS T500 and here the deal

A) the power can’t be shut off.  I have to unplug the unit to shut it off

B) I get nothing on the screen

C) I get no hard drive spin

D) on the motherboard I see two red light

ANY Direction or suggestion would be appreciated,
