I have a similar problem.  I am using an Inspiron 1100 that has an s-video out.  I tried to use the same s-video that I've used before with the s-video out on my geforce2. 

The cable that I've been using (and the port on my geforce) has 4 pins, but the port on my notebook has holes for 7 pins.  I also tried fn + F8, just in case that might help.

Am I crazy?  Maybe one of these is not s-video?

My adapter fits into the port on the back of the notebook, but just doesn't use all the holes.  Do I need some kind of proprietary s-video adapter?

I tried the suggestion above to set the TV as a monitor, but it doesn't detect the TV.  I don't have an option to set it anywhere.  There is no TV icon in the advanced properties, only the notebook monitor icon.  (I didn't have any problem connecting a regular monitor with the crt connection.)

Also, there was another suggestion somewhere on here to reinstall the drivers, so I downloaded drivers from support.dell.com, and checked over windows update just to be sure.  No change.  :P

Thank you for using the Dell Community Forum.
The S-video cable you have should work.
The S-video port on the system has additional pins for an S-video to composite signal.
You can see a pin out of the S-video port here.
You can see a pin out of an Nvidia Geforce2 with TV out here.
When trying to use S-video on portables, you generally want to do the following.
1.Connect the TV to the system.
2.Turn the TV on first.
3.Then turn the system on so it detects the TV while booting up.
The following information may also help.

Question:
How do I send a video signal to my TV or External Monitor?

Answer:
A. Settings for ATI cards
1. Go Start,Settings,Control Panel,Display,Settings
2. Click on the “advanced” tab and then the “displays” tab
3. Set your monitor as the “primary” display and your LCD as the “secondary” display. (DVD playback will only be visible on your “primary” display.)
4. Click OK.
5. Your desktop should now be visible.

B. Settings for Nvidia cards:
1. Right-click your desktop and go into properties
2. Select the Twin-View tab at the top of the properties dialog window
3. Select Advanced (toward the bottom). There will be three options and the Monitor option should be available now - click the Monitor option and select whatever video type you want (composite video for example).
4. You will have about 10 seconds to confirm the connection which you will only be able to see from the monitor.

C. Settings for Nvidia cards running Windows 2000 (courtesy of Nicolas K.)
1. Start->Control Panel-> Click on "Display"
2. Choose the "Settings" tab
3. Choose the "Advanced" button
4. Choose the "Twinview" tab
5. Select: Output Device-> Select Output Devices
6. Make sure the monitor is connected.
7. Make sure the monitor in powered on.
8. You'll see the laptop's flatpanel currently selected.
9. Select "Scan Display Connections"
10. A radio button called "Monitor" will appear
as an output device choice.
11. Select this new radio button.
12. Click on "Apply" and then OK. You'll see the
entire screen of the laptop appear now only on the Monitor.

D. Settings for NVIDIA GeForce4 running Windows XP
Note: All relevant audio/video cables and equipment should be turned on and connected to the laptop before starting these steps. You may wish to reboot the computer after connecting all cables. Do this first then repeat the steps below if you are not initially successful with the forthcoming instructions.
1. Right click your dektop and click "properties"
2. Click "settings" -> "advanced" -> "nView"
3. Move the dot from "standard" to "clone"
4. In the drop down menu, select "tv monitor" (or whatever entry corresponds to the monitor)
5. Place a checkmark next to "Make this the primary display".
6. Click "ok"
7. Windows will ask you to confirm these settings, tell it "yes" or "ok"
8. You should now see your desktop on the monitor.

E. Settings for Intel(R) Extreme Graphics video card:
1. Start/Control Panel/Display Properties/Settings
2. "Advanced"/Intel(R)Extreme Graphics/"Graphics Properties"
3. "External Monitor"
4. Apply/OK within 15 seconds (on External Monitor).

OK, tried the connection on a few other TV's with no luck.  Followed the instructions by:
powering down notebook and TV,
connecting cables,
powering TV,
powering notebook and trying to enable TV through the Intel Extreme Graphics menu.

No option appears for the TV out.  There are a few options for choosing monitor and/or notebook, but that doesn't do what I'm looking for.  (I tried it anyway, to see if I would get lucky)

Closest thing I've had to results was a bit of a staticy flicker when I played with the graphics properties.  I know I was on the right channel because sound came through very clearly.

Should I have mentioned before that I output to a red-white-yellow connection?  The cable that I use (that came with my geforce) has the female yellow hookup.  This is an RCA, or composite, connection, right? 

Also, minor typo in my last post.  I'm sure you caught it, but I'll correct anyway.  Notebook has a 7-hole output, not 8.

If my problem isn't coming from the RCA deal, what else should I try?

Anybody out there have any ideas, or am I going to have to buy a third party 7-pin s-video cable?  I really wish it would have shipped with such a simple item.  Heck, it came with a phone cord so I could start using AL right away.
